There is no 'best' faction, just factions that are better suited for different playstyles. Chosokabe or Shimazu seem the easiest to start out with. Ikko Ikki is pretty much as like Oda except only loansword is op. I personally like Chosokabe, bow units and economy are extremely strong along with the ability to land armies anywhere on map with a decent chance of securing a one front sweep for complete map domination.
